ImageThe Rock Creek Community Association is a volunteer organization chartered to maintain the entrances and common areas of Rock Creek and support projects to improve our neighborhood. Our goal is to increase the quality of living in Rock Creek and at the same time increase property values for all residents. The RCCA meets every second Tuesday of the month at Rock Creek Elementary, at 7pm.

Rock Creek Community Association Annual Meeting – April 13, 2010
Meeting called to order at 7:00 pm
Board members present: Mary Stevens, Steve Carlin, Shirley Toth, Lisa Anderson, and David Miller
RCCA members/Guests:  Paul Blaylock MD, JD, Charles and Gloria Kovach, Tanya and Layton Rosencrance, Paul Pilat, Donald Bradshaw, Carl Johnson, Bob Weiner, Marty Wynne, Mrs. Steve Carlin.
Welcome and Mission Statement: President Mary Stevens welcomed the attendees and read the RCCA Mission Statement. 
 
Approval of Minutes: The March minutes were approved electronically prior to this meeting and accepted. (Lisa/Carl)
 
Treasury Report: Lisa submitted a written statement of income and expenses with copies distributed to those in attendance. She gave an overview of the completed 2009 projects which included replacement of trees and shrubs at the Tamarack entrance, clean-up of Kahneeta entrance, laying of bark dust and mulch at all entrances, replacement of water heads at RC/185th entrance, and professional website maintenance. The 2010 newsletter with its professional grade paper, appearance, and informative content for RC residents on county restrictions and codes, received not only very positive reviews, it has already generated notable contributions which continue to come in.    
·         Balance as of April 13 - $7,665.44.  
Treasurer’s report was approved and accepted. (Charles Kovach/KC)
 
Landscape Report: David Miller reported that the unsightly shrubs at RC Blvd and 185th entrance have been removed. The existing shrubs have been fertilized. The Island however on RC Blvd needs considerable and timely attention. We are in the process of getting bids for this project. Safety signs for workers must be at each end of the island per County regulations. 
Volunteer Event Report: Mary reported on the recent Oregonian article focused on the efforts of the RCCA’s monthly volunteer day for landscape maintenance and beautification. Signs are put at each entrance several days before the event to encourage community participation. Volunteers are encouraged to attend the monthly 2 hour events, bringing their own tools and gloves. All else will be provided. The next date for Volunteer Day entrance clean-up is April 17, 9-11. The site will be determined by Mary by that date.  Saturday, May 15th will be the next volunteer day.
Friends of Rock Creek (FORC) Report: Paul Pilat will be invited to our May meeting to provide an update. 
Citizens By Choice (CBC) Report: Lisa provided a summary of the ongoing efforts of this group that includes conducting a feasibility study on becoming incorporated vs. remaining unincorporated as we are now in Washington County. Monthly meetings continue to be held. The website is citybychoice.org. Any support that is given to this group is strictly for the feasibility study at this point. We will continue to have this as an agenda item at our meetings.
Old Business Updates:
1. Maintenance for RC Blvd medians: Lisa reported that bids have been received for maintenance of the islands. Ground-Up Services, a business Lisa has used with positive results came in with the lowest bid at $170 per month and whose services would meet the Associations needs for this area.
 
Discussion/Recommendations: These islands are the responsibility of Washington County, however funding at the county level no longer allows their work on this area. The current condition of these islands, filled with unsightly weeds warrants timely attention. Based on the bid and known reputation, motion made and approved to select Ground-Up Services (Steve/David). 
 
          Action: Lisa will contact Ground-Up Services to start immediately. 
 
2Landscape project proposals for West Union/Kahneeta entrance: TruScapes, the firm used to revitalize the Tamarack entrance, submitted renderings for this entrance. 
 
          Discussion/Recommendations: There was some concern that the proposal by TruScapes may not be possible (lack of space for amount of proposed trees). Due to time constraints for this meeting, further discussion and decision will be postponed until May meeting. 
         
3. Tree replacement at 185th and RC Blvd and planning flowers:  Mary solicited input from Board members as to preferences for replacement trees/scrubs.
 
Discussion/Recommendations: Members discussed and agreed with the need for plantings that provided contrasting color/texture to existing plants and structure for Christmas lighting. Suggestions included dwarf maples or flowering shrubs. TruScapes submitted rendering for this entrance as well. More discussion is needed to make final determination. Several attendees have not had chance to view renderings by TruScapes. 
 
Action: TruScapes’ renderings will be forwarded to interested attendees for viewing and comment. This will be discussed at May meeting.
 
4. Water Proposals for Tamarack entrance: Final decision for how to water this area has not yet been determined. 
 
          Discussion/Recommendations: Since the plantings on this revised entrance are still relatively new, a system for watering them over the coming year is essential. Steve noted there are deep root injectors which might be more efficient than topical watering during the hottest months. Cost may be about the same. It was suggested that we have at least three bids.
 
          Action: Steve will seek bid from Tuefels on this project and Marty Wynn will obtain at least 2 additional watering bids for this project. Reports/bids to be available at May meeting.
 
New Business:
 
1. Update on Rock Creek County Club (RCCC) and Golf Course: Dr. Paul Blaylock, RCCA member, provided an update on recent communication and partnership with the major owner of the RCCC, Dave Zimel. There have been two meetings, one in which Mr. Zimel named Dr. Blaylock to the RCCC Advisory Board. Dr. Blaylock viewed this as “extending an olive branch” with the potential for the RCCC to become an active community place for the Rock Creek residents. Results of this new relationship are promising according to Dr. Blaylock. Two major changes include: Opening RCCC to the public for use of the bar and grill, driving range and facilities. Golf course use is still restricted to members of RCCC. Thursday nights will be a Spaghetti Buffet, open to the public, with hope for additional future theme nights/events/dinners. Paul circulated one of the advertisements about the first monthly Spaghetti Buffet to be held Thursday, April 15th from 5pm to 7pm. All you can eat buffet for $6.95.   Second, there will be a Community Bulletin Board, outside the country club, where community announcements can be placed. 
 
Success of continued partnership and community center like activities will depend on the Rock Creek community taking advantage of this opportunity and future activities.
 
Dr. Blaylock also announced he is opening a private medical practice with partner Tim Cleary for Rock Creek residents. It will be limited to 100 families and includes emergency visits, house calls, appointments within five days and a partnership with a Hospitalist at a local hospital.
 
2. Litter at Bus Stop (Rock Creek Elementary School): Mary reported that the garbage can at this Tri-Met bus stop is overflowing and thus unsightly. 
 
          Action: Shirley will contact Tri-Met to arrange for removal and continued timely attention to this in future.
 
3. Recap 2009 Projects: See Treasurer’s report above.
 
4. Election of 2010 Officers and Board Members: Mary opened the floor for nominations for 2010 RCCA Officers and Board Members. 
 
          Nominations:
·         President: Lisa nominated Shirley Toth, Steve nominated Lisa Anderson. Lisa respectfully declined this nomination. With no other nominations, Shirley was selected for this office.
·         Vice President: Lisa nominated KC Cowley. With no other nominations, KC was selected for this office.
·         Secretary: Shirley held this office along with VP in 2009. With no other nominations, KC volunteered to act as Secretary. 
·         Treasurer: Shirley nominated Lisa to retain Treasurer Office. With no other nominations, Lisa was selected to remain as Treasurer. 
·         Board Members: There are 7 Board members on RCCA. Mary Stevens, Steve Carlin’s terms as Board members have expired. Mary will not continue in this role; Steve has offered to remain for another two year term. Lisa Anderson, David Miller and Shirley Toth’s terms have one remaining year. Three Board positions remain open. The following individuals volunteered to serve on the RCCA Board for 2010 and 2011; KC Cowley, Layton Rosencrance and Marty Wynn. Paul Pilat, Board member of FORC, volunteered to act as liaison between RCCA and FORC.
 
5. Plans for RC Neighborhood 2010: Mary proposed attention be directed to the north side of RC Blvd, between Columbia Blvd and RCCA Golf Course fence. This section of RC area is unsightly and since Washington County is not able to maintain due to funding, our involvement would provide visible improvement and aesthetics. Other plans include but are not limited to: replacement plantings for RC Blvd/185th and additional Christmas lighting.
 
Next meeting: There was some discussion by the Board members and RCCA members regarding moving the meetings to RCCC. Mary encouraged the group to consider not changing the meeting until September. Members felt it would be a good opportunity to link the meetings with the monthly public dinners at the Club. Mary suggested keeping the May meeting at scheduled site (her home) as it has been advertised for several months in the minutes which are posted on our website. Members voted to move the monthly date to the 2nd Thursday of every month to coincide with the RCCA public dinners. Therefore, beginning in June, the next Board meeting will be on Thursday, June 10th, 7pm at the RCCA 
 
          Action: Lisa will contact RC Elementary School to inform them that RCCA will no longer be meeting at the school.
